What does this MR do and why?

Background

  1. We've recently renamed start_duo_workflows feature flag to more generic duo_workflow.
  2. Just before the MR was merged into master, another MR referenced the renamed feature flag.
  3. This caused a broken master and the commit is reverted.

This MR

  1. re-applies the reverted commit
  2. renames the remaining references to the old feature flag
