What does this MR do and why?

Avoid false positives for parent_id sync validation

When groups are imported we first create the epic which triggers a sync validation job and after epic is created we also create the a work_item_parent_links record which leads to false positives in sync validation checks

Also increased the time range allowed for updated_at sync
