Update category name and labels
What does this MR do and why?
Remote Development category has been renamed to Workspaces category. This MR updates the issue template and the labels in it.
Before this MR is merged, the following labels have to be renamed

rd-workflow::labels toworkspaces-workflow:: -
Category:Remote Development to
Category:Workspaces -
groupide to
group::remote development
Once this is merged and the labels are updated, a followup MR to update our team page with these label details.
