Add troubleshooting on rejected emails due to email address limits

What does this MR do and why?

The GitLab generated addresses can be too long to be supported by email providers, and users may not expect it.

Adding a troubleshooting guidance and referencing the issue as the fix is currently in the backlog (see #460206 (comment 1956229639)).
