Update welcome page question order

  • Swaps "What would you like to do?" and "Who will be using GitLab?" sections
  • Updates "Who will be using GitLab?" section to be flex direction column instead of row
  • Adds "Enables a free GitLab Ultimate trial when you create a new project" under radio button for clarity
