Wait for pipeline to be created

What does this MR do and why?

Attempt to fix https://gitlab.com/gitlab-org/gitlab/-/issues/471724

I'm going to try and wait for pipeline to be created via API first before visiting it in the UI. Also address some rubocop complaints and remove unnecessary api removal in after block.
