Renames `*_scan_policies` to `*_security_policies`

What does this MR do and why?

Renames ScanPolicyBaseFinder to SecurityPolicyBaseFinder in order to be more generic as we are adding more policies. Also renames fetch_scan_policies to fetch_security_policies
