Update SSO enforcement for API features

What does this MR do and why?

SSO enforcement is currently only available for Web activity or Git activity. There is an open feature request to extend the enforcement for API which will require SSO to be present for most other features such as Duo, Email reply to respond to issues/MRs etc. This change make it more explicit that the current SSO behaviour isn't applicable to API.
