What does this MR do and why?

Wrote a new documentation page "Monitor your application" > "Getting Started" following guidelines from Get Started page type. This page Introduces the different monitoring features available in GitLab, and details more specifically how to setup OpenTelemetry to use the new Logs, Tracing and Metrics beta features.
