What does this MR do and why?

This MR updates GitLab Shell to 14.38.0 and links up with Release v14.38.0 (gitlab-shell!1111 - merged):

  • Update module gitlab.com/gitlab-org/gitaly/v16 to v16.11.7
  • Add basic LFS connections metric for SSH
  • Update module google.golang.org/grpc to v1.65.0
  • Add basic LFS connections metric for HTTP
  • Remove migration section as no longer supported
  • Update module gitlab.com/gitlab-org/gitaly/v16 to v16.11.6
  • Update dependency ruby to v3.3.4
  • Update Ruby to 3.3.4
  • Update module golang.org/x/crypto to v0.25.0
  • Update github.com/charmbracelet/git-lfs-transfer digest to bacbfdb
  • Restructure CI jobs
  • Update dependency golang to v1.22.5
