What does this MR do and why?

Implementation(!59673 (merged), !60912 (merged)) that is behind block_password_auth_for_saml_users FF was developed in 2021. It is not complete and outdated now. We re-implemented that feature in !160750 (merged). This MR reverts !59673 (merged) and !60912 (merged) to remove block_password_auth_for_saml_users FF and the accompanying code that was not used for the new implementation.
