Move Code Owners troubleshooting to new page

What does this MR do and why?

Move the Troubleshooting section out of the Code Owners page and create a new child page.

According to the Troubleshooting topic type, if a page has five or more troubleshooting topics, put those topics on a separate page.

Once this MR is merged

Once this MR is approved and merged, I will create another MR to add a navigation item.
