Add filtered metrics for Secret Push Protection skipping methods

What does this MR do and why?

We are capturing metrics for when users skip Secret Push protection (SPP) but cannot differentiate between methods the users used (commit message vs push option) in Tableau.

In this MR, we are adding filtered metrics so we can track the methods used to skip SPP in Tableau.
