Moves model provider for Duo Review to Anthropic

Steps to reproduce

  1. Enable feature flag ai_review_merge_request
  2. Ensure GDK is setup with AI Gateway and Anthropic keys enabled
  3. Use /duo_code_review quick action in the comments on an MR with changes, wait for the AI to finish reviewing the MR
