Use Ci::Tag model for autocomplete runners filters, extracted from !159092 (merged) since we're replacing those models with our own.

How to set up and validate locally

  1. Go to http://localhost:3000/admin/runners
  2. Click onto the search bar and select Tags
  3. Enter your query string and hit enter.
