Enable explain code for sm

What does this MR do and why?

We recently noticed that explain code icon (question mark) was not exposed to sm customers. We discovered it's because check from unused service was used instead of chat availability check.

We need to follow-up with cleaning up this unused service, but this micro-MR can go in this milestone to enable explain code for SM customers.
