Remove from quarantine some tests
requested to merge gitlab-community/gitlab:326204-Fix-unit-test-conan_project_packages_spec into master
After 2 days of tests, running the tests more than 100 times. I don't manage to reproduce a test fail, even by using rspec --bisect.
The tests are in quarantine since at least 2 years. A lot of thing changes around, with new context... So, maybe the issue was fixed. I think it is safe to unquarantine them.
