Quarantine spec for old background migration

What does this MR do and why?

Fixes broken master by quarantining a spec for an old batched background migration

Broken master (internal link) after !161544 (merged) was reverted in !162143 (merged).

Unsure of the root cause, but the spec is for a finalized batched background migration, so we can quarantine the test for a swift resolution
