Clean up empty review-apps environments

Context

When I checked this week, we had more than 4000 review-apps active environments.

What does this MR do and why?

  • Auto-stop review-app environments after two weeks: this way, the script will be able to delete the environments.
  • Clean up environments that don't have any deployments associated with them.
