Use `Quarters` layout and `Within 3 years` date range for scoped roadmap

What does this MR do and why?

When user opens Roadmap from a link within Child items widget of Epic Work Items, we need to load all the epics within 3 years of timeframe and use Quarters as default layout;

  1. Ensure you have Epic Work Items enabled, refer to https://docs.gitlab.com/ee/user/group/epics/epic_work_items.html
  2. Create an epic work item for a group and add a bunch of child epics with start/due dates across 3 years of timeframe
  3. Click on kebab menu from Child items header (as shown in screenshot above) and click View on a roadmap option.
  4. Roadmap that opens should be set to Within 3 years date range and Quarters layout
