Add application setting for enabling receptive cluster agents
What does this MR do and why?
Adds an application setting that will be used to enable/disable Receptive Agents. Currently the setting is not used, but it is required for !160989 (closed).

How to set up and validate locally
- Go to Admin -> Settings -> General -> GitLab Agent for Kubernetes, and update the checkbox.
