Streamline execute logic for Projects::UpdateMirrorService

What does this MR do and why?
This MR updates the Projects::UpdateMirrorService#execute logic to read a little easier, by moving import URL validation out into #import_url_valid?. The intention with this MR is to make subsequent MRs in this area easier.
