What does this MR do and why?

Mass permit expected foreign keys during decomposition process. The spec changed by this MR is subject to large amount of churn during the decomposition, and is requiring manual rebase on all MR every time one of the MR's is merged, which is tedious and inefficient. To save us repeated manual MR rebases, I've updated this file specifically ahead of time and created appropriate issues to clear the respective decomposition slice's exceptions when appropriate.
