17.3 Backport vulnerability migration bugfix

What does this MR do and why?

This MR backports the following MRs into the 17-3-stable-ee branch so we can release the bugfix in 17.3.1:

• Requeue resolve vulnerabilities migration (!162691 - merged) • Adam Cohen • 17.4
