Regenerate OpenAPI documentation of REST API

What does this MR do and why?

doc/api/openapi/openapi_v2.yaml seems to have fallen very out of sync with the current REST API.

This MR just regenerates the docs using bundle exec rake gitlab:openapi:generate.
