I'm updating Operations and Environments dashboards in a few MRs to keep them small and easy to review. Previous MR !162184 (merged)

What was updated in this MR

• Migrate custom cards to GlCard
• Migrate classes
• Replace custom styles with utility classes (environment cards still use these styles)
• Fix layout

3. Choose a few projects — you will see them on the dashboard
