Add sharding key for p_ci_finished_pipeline_ch_sync_events table

What does this MR do and why?

This MR assigns the project_namespace_id column as the sharding key of p_ci_finished_pipeline_ch_sync_events (documentation). Since we need a FK for that, we add a LFK to namespaces table.
