Rename filter_groups to apply_filters

What does this MR do and why?

This method was introduced in !162423 (diffs).

As the GroupsFinder also includes the Namespaces::GroupsFilter module and the GroupsFinder also has a filter_groups method which makes it difficult to understand which method is being called.
