What does this MR do and why?

Fix the order of the sections.

The sections "Linux package installations " and "Non-expiring access tokens" are part of the main section "Issues to be aware of when upgrading from 16.11" but currently they are now part of "Issues to be aware of when upgrading from 17.3" which can lead to misunderstanding for users reading the update info.
