Release "allow anyone to pull" feature for group-level NuGet endpoints
What does this MR do and why?
In Allow anyone to pull public NuGet packages on g... (!155119 - merged), we introduced the ability to pull packages from a public NuGet package registries regardless of their group and project visibility. That means we can have a private project, but when enabling its Allow anyone to pull
toggle, any GitLab user would be able to download/search for packages in this public registry.
The feature was gated behind a feature flag, and it was globally enabled on gitlab.com for about 2 weeks now without any issues.
In this MR, we clean up the feature flag, update the documentation to release the feature.
