Use large SaaS runner for compile-production-assets

What does this MR do and why?

Recently, the compile-production-assets job has started becoming part of the critical path in some pipelines (see #443501 (comment 2080717121)).

In the absence of EP capacity to optimize the compilation process, this uses the saas-linux-large-amd64 runner (8 vCPU, 32 GB) over the standard gitlab-org runners (4 vCPU, 16 GB).
