Docs: Add a bullet for GitLab latest for SM Duo (Chat, Code Suggestions, Use cases)
What does this MR do?
!161527 (merged) and !161493 (merged) introduced great bullets to encourage users to upgrade to the latest GitLab release for self-managed to take full advantage of GitLab Duo and AI-powered workflows.
This MR expands on the idea, and adds that recommendation to
- Code Suggestions (drops the note on "versions before" because 16.8 is outdated already)
- Chat (next to the Dedicated note)
- Use cases (it is often shared with customers. It did not have a prerequisites section yet. I maintain that page)
