What does this MR do and why?

The prerequisites section of the GitLab Duo Chat documentation has been updated. Users are no longer recommended to be on GitLab version 16.8 or later, but are encouraged to use the latest version for the best experience. The section on subscription synchronization has been removed, as it is no longer necessary for GitLab Duo Chat to work immediately. Relates to https://gitlab.com/gitlab-org/gitlab/-/issues/481874
