What does this MR do and why?

❗ this is a WIP and incomplete - awaiting opinions on the approach in gitlab-com/gl-infra/production#18436 (comment 2083519938)

In order to use the worker to remove vast numbers of members in a controlled and limited way, this changes the unused worker to be a limited capacity one working in batches of 1000
