What does this MR do and why?

Integration branch of feat(GlLink): Add and update tokens (gitlab-ui!4579 - merged)

Note that the GitLab UI link component will get updated with Use Design Tokens in Link & Implement Styles to... (gitlab-ui!4448) to support mention styles and this MR is for the legacy integrations (HAML etc.)
