Follow-up to Adjust group level work item abilities to accou... (!161558 - merged) where we added a license check for work items at the group level but due to the number of specs affected, we used the flag enforce_check_group_level_work_items_license (disabled for all specs) to fix them incrementally in multiple MRs.

Note that we reused the license epics which will be renamed in future work.
