Enforce maximum number of vulnerabilities

What does this MR do and why?

This MR is the implementation of issue https://gitlab.com/gitlab-org/gitlab/-/issues/474285+.

We check if a project has passed its maximum number of vulnerabilities. If so, we will not be adding the vulnerability. We will add an error message instead.
