What does this MR do and why?

Add an OPS FF to avoid flooding sentry with semver dialect errors.

Refs: 85% of `gitlabcom` Sentry errors are caused by ... (#481980 - closed)

This FF will be periodically enabled on gitlab.com and reported errors will be analyzed to create relevant issues. Then the FF will be turned OFF untils these issues are addressed. Then repeat.

This prevents cluttering our Sentry system with millions of events.
