Beta features should have feedback issue

What does this MR do and why?

Current guidance is that Experimental features must have feedback issue. This MR changes the guidance to include Beta features to also have feedback issues. This is useful when promoting beta features through the Early Access Program from a marketing perspective.

Note that this guidance is general for all Experimental & Beta features. However, the Early Access Program will only promote features that are included by product in its scope as agreed upon in our alignment.
