What does this MR do and why?

Disable project sharing when Seat controls > Restricted access is enabled. (This setting is also known as "block seat overages".)

This mimics the behavior for project sharing and the Set user cap setting (seen below Restricted access in the videos below).

Block seat overages (Restricted access) is behind a feature flag.
