Add stat cards for filtering users

What does this MR do and why?

This change adds three stat cards to the users tab in the Admin area for increasing the efficiency of user management. Most notably, the pending approval count being missing has been a detractor to the UX for administrators.

How to set up and validate locally

  1. Navigate to /admin/users
  2. Use the Filter list buttons to jump straight to the filtered list
