Implement service to compute pipeline analytics

What does this MR do and why?

This MR implements the Ci::CollectPipelineAnalyticsService which will be used in !165549 (merged) to expose the aggregate analytics for pipeline, by status. For example, the pipeline count for all failed pipelines in a given period. This data is pulled from the ci_finished_pipelines_hourly ClickHouse table.
