What does this MR do and why?

Don't always set X-Gitlab-Duo-Seat-Count. This header is AI specific. It is now only included via the ai_headers helper.

Previously, it was included in all HTTP requests upstream via Cloud Connector, but for example, Observability services don't use this and should not pay the penalty of an extra DB lookup.
