What does this MR do and why?

Add a point to the Limitations section of the Sign commits and tags with X.509 certificates page?

Reason for change

From this MR, Docs: Resolve logical edgecase in commit verifi... (!165492 - merged), that removed GitLab.com from the Offering:

The verified badge for signed commits does not work on GitLab.com. Likely, customers expect that to work. However, for this to work, a custom CA would need to be uploaded.
