Add duration_quantile to ci_finished_pipelines_hourly_mv

What does this MR do and why?

This MR adds a new aggregate column to ci_finished_pipelines_hourly_mv, so that we can calculate the average duration. The same is being done for the new daily rollup MV in !165648 (diffs).
