Updating minimum version requirements for GitLab Duo

What does this MR do and why?

While we will continue to support all Duo customers on 17.1 or earlier, the substantial improvement in Duo performance and user experience seen with changes introduced in 17.2 warrant us setting that as the new minimum version. This MR updates the minimum version in multiple places with verbiage from PLT, per discussions PLT and GTM leadership.
