Add back Duo Experiments Setting on SM Admin Settings

This MR covers the following Issue:

  • #487319 - Use experiment and beta GitLab Duo features

Follow up from this MR as well. Previously removed the Admin display when fixing the change of displaying Experiments setting in SubGroups. Adding a variable in admin helper to true so that it always displays for SM Admin.

Admin Settings - Experiment & Beta Settings

  1. Log into your GDK/Local Instance (Make sure you are in Self-Managed Mode)
  2. Go to the Admin Settings: Admin > Settings > General > GitLab Duo
  3. Validate Use experiment and beta GitLab Duo features appears
