Clarify that bulk updates need db reviewer approval

What does this MR do and why?

It was noticed that bulk_upsert does not produce the comment that prompts the MR author to get a DB review.

This change makes it so that bulk_* commands such as bulk_upsert and bulk_insert require DB review.
