What does this MR do and why?

Add license checks to group level work items ability checks

This MR prevents abilities for group level work items if the license check fails as all group level work items are licensed to EE

In this MR removes WIP enforce_check_group_level_work_items_license FF

This FF was used to transition specs that need to checking the correct group level work item abilities to EE.

Now the specs refactoring is done the FF was enabled on production and checked that no issues are encountered and we can clean it up.
