What does this MR do and why?

This MR follows up on !164386 (merged) to adapt BBM batch size for .com migration, as per https://docs.gitlab.com/ee/development/database/batched_background_migrations.html#for-gitlab-saas.

Interestingly, the estimation did not change from 1 month (based on only 2 samples though)! So this might not be worth it.
